In continuation of my secret

despatch of yesterday's date, I have the honour

to enclose translation, taken from the Wa Taz Yat Fo of the 25th September, of a speech made by Hr. Bugene Ch'n on the 22nd September to thirteen members of the Strike Committee and to delegates of the Strikers' Representatives Union at Canton. The further information given in this press report is also interesting.
